A Hearing For A Proposed Piece Of Legislation That Hasn't Arrived

The clock is ticking and there may be some challenges for the Legislature getting their tax bill (SB 429) through the process in time to get it across the mall and to the Governor's office before closing time. The $781 million proposal was worked on in the Nevada Senate (which actually held a meeting while the sun was still shining -- unlike the sessions of the past couple of days which extended beyond midnight).
As this is being written, the Assembly is holding a "committee of the whole" meeting to "hear" the bill that they haven't gotten yet. It is likely that when the time comes the process will be used to it's maximum creative way to accomplish the pre-determined outcome of raising taxes to cover the costs for the budget that has been approved.
So far in passing this bill, the legislature has redid the rules for conflicts of interest, met into the wee hours of the morning on multiple days and is now holding a hearing to take input on legislation that isn't officially passed by anyone for further consideration. Yep, this is going to get even more interesting before we're done.
