A Vision Statement For Nevada’s Success
Nevada’s vibrant economy is built and maintained on a foundation of diversified private sector enterprises which enjoy prosperity made possible through opportunities of market-oriented principles. Entrepreneurial achievement is culturally celebrated for the benefits accrued by all for the success of those who invest and aspire to be successful. Individual freedom and the opportunities to succeed or to fail are cherished as fundamental values supporting our society.
Education excellence is promoted for its contribution to the advancement of individual and societal benefits. Excellence is achieved through a competitive educational structure involving private and public providers with a voucher system offering maximum freedom of choice opportunities for parents to select the education providers which best meet the needs of their children.
As in all effective ventures where success provides the means for continuation – those providing educational services must also be held accountable for their ability to deliver results. Those who fail to do so should not be maintained at the expense of educational enterprises which do. Accreditation of all educational providers is required and each provider is required to make publicly known the results of their curriculum based on meeting performance measurements of students’ learning fundamental skills, including reading and mathematics.
Avenues for educational development include opportunities for vocational training as well as all other academic forms.
Public funding for the network of higher education system will be based on student numbers and supplemented through tax-deductible scholarship support provided by private sector contributors (individuals or business enterprises). As is the case with educational providers for younger students, competition among higher educational outlets will be encouraged and rewarded with an emphasis on achievement serving as a key component for continued existence.
Energy resources are affordable because supplies are abundantly available with infrastructure delivery networks augmented by decentralized, community-based power generation capabilities using all forms of available resources for generation.
State and local governmental policies recognize that the role of government is successfully accomplished through minimal regulatory intrusion and a limited tax burden. As the result of non-confiscatory tax policy, specific prioritized spending allocations are established through a zero-based budget structure which includes customer-oriented measurable deliverables that are used for evaluation of program accomplishments.
Innovation in the design and delivery of all forms of service for public needs include opportunities for enhancing competition within responsible government entities and where possible through evaluation and use of private sector alternatives. Nevada citizens will receive quality services by virtue of monitoring and public reporting of the results achieved in comparison with identified measurable.
Public sector service providers are rewarded in accordance with their delivery of quality service and in line with competitive private sector workers.
